My dear Balwant:

Enclosed please find a copy of a tentative New Constitution for a proposed New Organization which you, Arjan and myself discussed when last I was in Detroit.

Will you be good enough to share it with Arjan S Singh and also Amir Shah. I was hoping to visit East before this but too much work has caused me to postpone my coming till later.

Also, could you send me some expression of both your and Arjan's response to the letter sent you of the planned Celebrations for the 26th of January.. inviting you to participate by serving on the Committee... The first meeting is being held as hoped, on Gadar--Party's Birthday-- Nov 1st at 1 P.M. in the Office of the Consulate General of INDIA, 25 Beale Street, San Francisco. I would be happy to be able to read your letter at this meeting. You can address your reply to me care of the Consulate. I would greatly appreciate it.

Kindly say "Hello" to Gladys, Arjan and all our friends for me.

More later.... I will be in S.F. for about a week.
