Singh states that because the Chinese were allowed a quota for citizenship, Indians should also be allowed a naturalization quota. Singh notes that Indians were previously allowed citizenship up until 1923.

American Asiatic Association Resolution
A resolution dated March 16, 1944 proposed by Vernon L. Whitney of the American Asiatic Association. The resolution was voted for and adopted on March 15, 1944. The Association resolved to recommend to the United States Congress that the U.S. immigration laws be amended to allow the people of India to be admitted to the U.S. on a quota basis similar to the citizens of other countries.

A Senate Bill, entitled S. 1595 and introduced by Mr. Langer of North Dakota on December 15, 1943, to permit approximately 3,000 natives of India who entered the United States prior to July 1, 1924 to become naturalized citizens. The Bill was referred to the Committee on Immigration.
